Expected Behavior

Multiple pages in the TTS Handbook contain content in the front matter for keywords for search result. This content should be displayed with <meta name="keywords" content="[keyword content]"> in the <head> area of each page.

Current Behavior

The meta keyword and description content is empty on every page. It's just not called at all.

Possible Solution

The content is not called in the main layout template, and should be added.

Context

PeopleOps staff added keywords to the "Leave" page so search.gov could parse it for alternate terms for parental leave, but noticed that the page was not appearing in those search results. Employees could be missing information that's already been added to the site.
