Document links on the general river pages do not resolve to the correct URL

Describe the bug

When a document is linked to on the general river page the URL does not work, even if it works correctly from the News and Info Page

To Reproduce
Steps to reproduce the behavior:

1. Start at https://www.americanwhitewater.org/content/River/view/river-detail/1541/main
2. Scroll down to Documents
3. Click on Rogue River Float Guide to open or download it and get a 404
4. Go back
5. Try copying the URL below Rogue River Float Guide for a different 404 https://www.americanwhitewater.org/1642.pdf
6. Click See More button to go to the News and Info page
7. Scroll down to find Rogue River Float Guide and click
8. Plan an adventure/hassle me to get a spot on my trip

Expected behavior

I expect that document links on a General river page will work.
