Transition Existing Vue App to New Gauge API #585

The new Vue app needs to transition entirely to the new gauge API. This is an umbrella task with a number of subtasks:

Tweaks following @AWKevin's review:

  • label source gauge(s) link(s) on flows tab
  • hide the adjusted difficulty label if there is no adjusted difficulty
  • change "edit Flows" button to "Edit Gauges"
  • adjusted difficulty should have an N/A option (and make sure they start out as N/A if there is no value)
  • turn off autocorrect in text input field for gauge search
  • add flow color legend to NWI table
  • make the state list rows more obviously clickable
  • add flow guidelines / information to edit flows interface
  • fix current issue with adding a gauge
  • fix introduced issue with flow tab graph on mobile (not responsive anymore?)
  • ensure that edits to gauge correlation propagate without having to refresh the whole site
