Ampersands in evidence descriptions are not properly escaped

This is worth doing considering it hampers a lot of people who want to use in-client evidence and typically write things along the lines of "T&T" and "Cash & Credit cards found in the box" and so on.

As far as I've been made to understand, this issue isn't as simple as making the client simply parse &'s differently, or otherwise would be hacky to get it to do so, as it has some tie-ins to how ampersands are understood by the server. Which would require either a server change or both client and server.

I can put this down as experimental if that's the case to give this a push, but if anyone has any ideas, that'd help.
