It would be nice to have an example of an bicep artifact in stead of a github url in the yml file.

Sorry, I am not following the ask on this one. Which github url and which yaml file are you referring to? I'm not sure what a bicep artifact refers to in this context.

I am sorry. i already found it out how to download the bicep and make it an artifact in azure devops. this way i can download it in the pipeline to make it an arm template

It seems like you maybe just looking for the following to install bicep.exe to use in your pipelines.

 az bicep install

Going to mark this an answered for now, seems you were able to get what you needed with the bicep install or adding it to artifacts.
