Post modeling center configurations for Consortium testing and user reference #971

The default flags and parameter values in ice_in are not necessarily what we would recommend for production simulations — they are mainly for our own testing. Since every modeling center likely uses a different set of namelist flags and values, it would be nice to provide this information as a reference for users, and we could also include those particular configurations in our weekly testing.

Thanks @anton-seaice. I was thinking we could create a set_nml.access file with your standard settings, which could be used for reference by others and/or for weekly testing by us.

We haven't quite got our final CESM3 settings yet. We will add it when ready.
