Set location - fields show message of "incomplete" before setting a location

Description: When creating an industry profile, at the time of setting a location, the required fields of information appear to be incomplete before clicking "Accept"

Preconditions: Admin is creating an industry profile and is editing the location of the industry.
Steps:

1. Login as admin
2. Click on "Settings"
3. Mouse over "Entities"
4. Select "Industry"
5. Click on "Set Location"
6. Click on any field
7. Click anywhere on the dialogue box

Current result: Fields that are clicked but are not complete turn red

Expected result: Fields that are incomplete should turn red after clicking "Accept", not before
