Hola, al parecer sigue caido. Te dejo esta api que por ahora esta funcionando: https://www.dolarsi.com/api/api.php?type=dolar

Heroku dejo de ser gratis, puede ser el motivo por el cual se cayo el servicio.

Igual Askeshine levanto el servicio en otro dominio (mismos endpoints)
http://escuderokevin.com.ar:7070/
