Provide cd or setwd?

Placeholder for our discussion today.

Should we allow users to set the current working directory? This could be used as a prefix argument on all search/filter/listdir commands.

Setting the working directory while in use is obviously not ideal behavior, but it could be a big benefit in terms of performance and usability.

This would require moderate changes across DataAPI for the python implementation and very heavy modifications/upgrades to the config/constructor system for the cli.
