[Bug]: Handle missing arrays (cdlSettings & cdlLockers)

What happened?

I deleted the contents of the settings.json file and left the file null. When I tried to update my settings, it could store the new values because the file was null.

The errors did not write to the logs <- needs to be fixed

I will need to fix the issues and have them resolve themselves if this happens. (This could be a JSON structure update -- Ideally, I will have all of this figured out before the v1 release.
