Config won't disable storm rain effect

I've been trying to disable these water sheet looking things that occur during a storm in the config but nothing has been working, currently my weather2 mod is in Aesthetic Only mode plus overcast mode but that's it.

I'm also having the same problem but a different effect, can you please tell me how do I disable this hail particle effect? I even turned hail weather chances but its still there.

These are eating my fps like crazy, straight from 60 fps to 10-15 fps

WOW that looks awful, wish there was a way to disable it since I fiddled with a LOT of settings and nothing changed
