This is an Equity Council use case for existence of institutional policy on reverse transfer
Reverse transfer refers to the process by which a student who has transferred from a two-year to a four-year institution can transfer credits back to the community college in order to earn an associate degree.
Need properties for a description and URL to hang off of Credential Organization.
Examples and URLs:
National Student Clearinghouse: The National Student Clearinghouse is a nonprofit organization that provides educational reporting, verification, and research services to colleges, universities, and other organizations. They offer a Reverse Transfer Service that enables eligible students to transfer credits from a four-year institution to a community college in order to earn an associate degree. (https://studentclearinghouse.org/nsc-reverse-transfer/)
ECS Education Trends: Reverse transfer can be defined as “the process of retroactively granting associate degrees 4. to students who have not completed the requirements of an associate degree before they 5. transferred from a two- to a four-year institution.” Typically students are required to reach a certain number of combined credits between the two-year and four-year institutions while meeting all requirements for the associate degree. Once the student reaches the designated credits and requirements, they are then retroactively awarded an associate degree from their two-year institution of origin. https://www.ecs.org/clearinghouse/01/18/77/11877.pdf
Maricopa Community College: collaborative effort between Maricopa Community Colleges and Arizona’s major universities. Maricopa students who transfer to a participating Arizona university without completing their associate degree are given the opportunity to combine community college and university credits to determine if missing associate degree requirements have been met. This means that even if you haven't yet completed your bachelor's degree, you may have already completed the missing requirements for your associate’s degree, and by participating in this initiative, you can claim the degree you've already earned. https://www.maricopa.edu/students/transfer/reverse-transfer.
Reverse transfer is a concept that is primarily used in the United States higher education system, and may not be as well-known globally. However, there are some international organizations that have studied and reported on reverse transfer as a practice in the U.S. For example:
Organisation for Economic Co-operation and Development (OECD): The OECD is an international organization that promotes economic growth, prosperity, and sustainable development. In 2019, they published a report titled "Transfer and Accumulation of Credits in Higher Education," which included a section on reverse transfer in the U.S.
European Commission: The European Commission is the executive branch of the European Union. In 2020, they published a report titled "Recognition of Higher Education Qualifications Across the EU: 2017-2019," which included a brief discussion of reverse transfer in the U.S.
Postsecondary Instiution Reverse Transfer Policy Pages:
I think Nate is right, our transfer value is "direction agnostic". If so, how about a section in the handbook on reverse transfer, similar to the section on trnasfer intermediary. Presumably reverse transfer comes with a condition along the lines of "student can transfer credits from X to us so long as they are a former student of ours and/or already have N credits from us", otherwise it is just transfer. So the key is in expressing that condition.
