Scope

New Inspector rule pack for waste: unattached EIPs/EBS volumes, untagged core resources, stopped-but-provisioned instances, empty target groups, aged snapshots. Same rule-pack pattern, severity-mapped as cost findings. Tests + docs per repo pattern.
