Sort out what should clear selections on layout #403

Currently, clicking on the background of the layout clears currently selected blocks/links, and clicking on a new link/block (without holding shift) selects just that block.
Opening the layout whilst a block is selected and then closing it does not clear the selected state and also does not return the child pane.
