🪤 Context

• add new config to automation library that allows an instance to be given a priority level
• this library should coordinate with the hass.socket.pauseMessages (potentially giving more fine grained control over it)
• should detect other running instances, and assist with the synchronization of synapse data
• related hooks for code triggers

📬 Caveats

Requires updates to hass, synapse, and the python extension
