[1.20.1] Draconic Chestpiece shows Chaotic tier modules even though they are unsupported by that tier

Description

The draconic chestpiece shows chaotic tier modules in the "Supported Modules" section of the module customisation screen but when you attempt to add a chaotic tier module, it says "this module tier is too high for this modular item".
The same issue happens with the Wyvern tier chestpiece where draconic tier modules are shown even though the highest tier module for the Wyvern chestpiece is Wyvern tier
