First pass of software dev

On this first pass, we will go through the code listed here and (a) put it on a GitHub repo if needed, and (b) give an initial assessment of how easy/hard is to package up the software.

• Reminder done by @gvegayon

@halpo, eventually we should have a table like the one here. We can create it after we complete the spreadsheet.
