Improve tool commenting

Allow commenting within each section of the tool display, and clean up the appearance of the default comments.

Ready to preview on the Test site. So far I've added/formatted commenting on only the top section ("Tool Concept"). If this looks good, I'll add to all sections and push to the live site.

I've pushed to Live, configured and added to all sections (except Impact, which only has entity reference fields... the commenting module needs a real field to attach to).

• Deployed all pending code commits (including custom CSS styles for comments)
• Enabled the "Field comments" and "Field formatter settings API" modules
• Enable comments on each section of tool display (needs to be on actual field rather than EVA, so adjusted order of fields as necessary)
• Changed comment settings (edit content type) to not have title field
• Changed account settings to include default picture (avatar.jpg)
• Changed “comment field” settings for tool so that comment body is plain text
• Set footer blocks (What is Farm Hack / Powered by Drupal) to not display on comment pages
