This code (which used to be an alternative for zoltan) is afaics completely untested, so probably broken. The only test which claims to test sam (backward_facing_step_2d_zoltan_sam) copies the output from a previous run that has been committed!
We should probably just Flexit if people are trying to run an adaptive run in parallel without zoltan configured.
