Decrease line spacing in the intent emails

Is your feature request related to a problem? Please describe.
Looking at the intent emails on blink-dev generated by the tool, I see a fair amount of empty lines that increase scrolling without much apparent benefit: 1, 2, 3. When feature owners make the extra effort to format their own email, it seems they prefer less line spacing: 1, 2, 3.

Describe the solution you'd like
We should at least remove the extra newline that I assume we add between section header and body. Maybe there are opportunities to condense things further.
