When users search for tags on the main page, only tags associated with projects show up. I know this solutions for this issue discussed on the main Midas 18F page, but the solution that was provided does not seem to have resolved the issue on the HHSIdealab version of the tool.

Though the search box prompt text might lead you to believe you can search for projects and opportunities simultaneously, the current implementation allows only searching projects or searching opportunities.
A unified search is an interesting enhancement. We need to propose how the search results would be presented. Bear in mind that 18F/midas#178 already requests adding a search for people, so the proposed search results display needs to account for displaying profiles as well as projects and opportunities.
Web search engines show web pages as most relevant results, followed by groups of videos and images if applicable. Perhaps that model will work for midas unified search,too. Show the most relevant projects and opportunities first, letting the card display distinguish them. Partway down the page, a list of people matching the search criteria could also be presented.
Unified search should only be from the home page, I think. Browse projects and Search for opportunities pages should still restrict the search to just the specific category. That means the home page needs to change to not just be a variation on the Browse projects page.
