Add something like

    <meta name="fhir-ig" content="true">
    <meta name="template-id" content="hl7.fhir.base">

to pagebegin, so that browsers and tools can recognize the web page is a FHIR IG publication

we can also add other values like github source fhir-version, etc.

Will add "hl7-fhir-ig" and "hl7-template-id" (though the latter is dependent on this being visible to the template).
