Upgrade Bulma to v1.0+

This would be a large effort to sweep through our code, but Bulma 1.0 has some features that would be useful for our gEAR works.

• Color palette and shades within each color (https://bulma.io/documentation/helpers/palette-helpers/) - would help us with not having to work around the bright "success" and "error" colors in certain situations
• Smart Grid (https://bulma.io/documentation/grid/smart-grid/) - could potentially simplify the dataset display tile system, or the layout arranger tool. Granted I think implementing this vs what we currently have (CSS grid template) is debatable.
• Skeleton loaders (https://bulma.io/documentation/features/skeletons/)
• Themes (https://bulma.io/documentation/features/themes/) - light/dark/custom themes
• Potential to prefix Bulma classes so you can clearly distinguish what is a Bulma-derived class vs a developer-implemented class
