Converters to have an entry in the CDB #191

Converters should have an entry in the CDB as other tools have.
The entry, based on the ID of the converter, should, at least, allow to

configure the log level
configure the size of the in-memory cache (@see The cache of the Converter can trigger a OOM #168)
allow to define the Kafka group and ID (this would allow to partition the load)

The CdbChecker should be updated to cope with this change in the CDB.

This change is backward incompatible meaning with that that Converters without a deinition in the CDB will not start.
