Если персонаж или роль привязаны к какой-то заявке, его невозможно удалить (заявку удалить нельзя в принципе).

Возможные варианты:

просто удалять каскадно (мб вывести предупреждение);
удалять только связь;
удалять связь и переводить заявку в состояние "Персонаж был удален" - тогда сделать возможность удаления заявки.
