Support multiple languages

Right now only English is supported and it runs on an ancient OLE text-to-speech API that is no longer officially documented. I don't know how it'll behave in non-English environments but I don't expect it to be pretty.

This issue entails:

• Make sure the voice configured in our text-to-speech tool will match the language setting.
• The language setting can be set by the user either in our application or in the text-to-speech system configuration.
• Examine the possibility of using a more modern text-to-speech tool and/or API.
