Test GEDI Tiler "find crossovers" DPS algorithm

As a follow-on to #1308, test the algorithm, including checking the following:

• Can it be successfully run in the sandbox queue?
• Is the job "size" (AOI) limited to avoid excessive costs (so that when it is eventually "publicly" exposed, costs are limited)
