Describe the bug
The voting on the retro board can be started with 0 votes.

To Reproduce
Steps to reproduce the behavior:

  1. Go to retro board
  2. Click on voting
  3. Click on Start
  4. See error

Expected behavior
The Slider should initially be set to 1
