implementation of a pip cache like here: MannLabs/alphadia#159 (comment)

This would improve action run times.

this should be implemented after the dependencies are streamlines as outlined in #43

@namsaraeva After we fix the dependencies lets tackle this next so that our git actions run through a bit faster and we get faster feedback if there are any issues
