ESlint 9 is available and the typescript linter is also ready to use it. We should migrate to the latest version to keep current.

Although typescript eslint is finally ready for eslint 9, the react hooks plugin still requires version 8 of eslint. Untill that dependency is also ready for eslint 9, this issue is blocked.

The react hooks linter is updated to work with ESLint 9, so we can continue with the issue.
