Add translations for phylesystem-api #117

The translations list for phylesystem-api is incomplete. This is making it impossible to run the tests against a locally deployed server. It needs to be copied over from the apache config file.

  • ws-tests/opentreetesting.py - translations list is at the bottom of the file
  • deploy/setup/opentree-shared.py - what the translations ought to be

along with this, a comment needs to be added to the apache config telling anyone who edits it to propagate the translations to opentreetesting.py.
