Raven calibration much slower on PAVICS than locally

There are reports about PAVICS being a lot slower than expected when doing model calibration with RavenPy. CSHS-CWRA/RavenPy#110

• Time the 06 - Raven calibration notebook on PAVICS
• Time the 06 - Raven calibration notebook on a local machine
• If slow-down is significant, investigate potential causes and report here.

If accessing Thredds on PAVICS, can also try to bypass all the front proxies in front of Thredds (Nginx, Twitcher/Magpie) and hit Thredds directly. Ping me for how to, this bypass info should not be documented publicly here.
