App inside shelter can't access bluetooth

Greetings, I'm not sure if this is a problem with shelter per se of just with work profiles in general but I have an app that is supposed to be used to pair a device, the app is needed to keep the device updated and to access settings.
When I try to pair them my phone can't find the device.

Extra info, if needed: It's a pixel 6a with grapheneos, the same app worked fine under another "user" in the same phone.
