manual workflow: generate batches

Requirements

• filter out URLs in our database which aren't already in the training-urls dataset via the API
• check for dupe URLs from label studio (requires Annotation workflow v2 #19)
• run the HTML tag collector on all URLs
• let's use these record types to generate batches: Expand the dataset to include a wider variety of urls and labels #30
• upload the batch to the Label Studio project, retaining each row's batch ID
