Exploration Augmentation: Add means to pause and resume search

For Run_vizier and run_experiments we need a way to project the total number of iterations, all of the configurations, and preferably create an actual csv with these.

Ideally we'll mark the ones somehow which are completed, and -- if interrupted -- resume from the csv for the ones not done yet.
