Feature: Allow to hide livechat when no agent is available / only show livechat when agent available

Currently
Livechat allows shows. When no agent available it shows as offline.

Expected
Do not show the chat at all when no agent is available and only ever show livechat when agent is available.

https://github.com/RocketChat/Rocket.Chat/releases/tag/3.16.2 has Checks the list of agents if at least one is online (#22584) which seems to be a requirement. However from my limited understand automatically hiding livechat whenever no agent is available is still not possible.
