H3.2 — Web Utilities Cloudflare Pages Migration Bridge

Create a parallel Cloudflare Pages Direct Upload bridge from main while preserving the legacy GitHub Pages production deployment at https://securetools.app. The bridge must use a dedicated pages.dev project, inject bridge-only X-Robots-Tag noindex/nofollow headers into a temporary artifact, preserve canonical and sitemap behavior, attach no custom domain, and add no DNS, redirect, Search Console, runtime, or application behavior changes. Repository-level CLOUDFLARE_API_TOKEN and CLOUDFLARE_ACCOUNT_ID secrets are currently not configured; implementation must remain unmerged until credentials and the one-time Pages project prerequisite are safely available and deployment validation can pass.

Repository-side H3.2 implementation is ready in PR #68 and the existing CI suite passes. The PR remains intentionally unmerged because this repository currently has neither CLOUDFLARE_API_TOKEN nor CLOUDFLARE_ACCOUNT_ID, and the one-time Direct Upload project secure-tools-web-bridge has not been confirmed/created with production branch main and no custom domains. After those prerequisites are supplied, merge can trigger the main-only workflow, which will deploy an isolated temporary artifact, validate all 19 routes and representative assets, and require X-Robots-Tag: noindex, nofollow on the bridge before H3.2 can close. Current GitHub Pages production remains healthy and unchanged.

H3.2 is complete. PRs #68 and #69 are merged; the automatic main deployment succeeded at https://secure-tools-web-bridge.pages.dev (immutable deployment: https://71cadf7b.secure-tools-web-bridge.pages.dev). All 19 inventoried routes and representative static assets return HTTP 200 without redirecting to securetools.app, and the bridge returns the exact X-Robots-Tag: noindex, nofollow header. Existing GitHub Pages production remains healthy at https://securetools.app with its canonical metadata, CNAME, HTTPS, and deployment intact. The Cloudflare project reports main/direct-upload, no custom domains, and analytics disabled; tools.securetools.app remains unconfigured. Full repository functional, privacy, SEO, and bridge contract validation passed. Browser automation could not initialize in this environment, so no interactive browser/file-selection claim is made. No DNS, Search Console, canonical, redirect, or H3.3 work was performed.
