Update windows.bat for the build's hxvlc version #15718

Describe your bug here.

The version of hxvlc in windows.bat is 1.8.2, however when I tried building it, it asked for 1.9.2.

This should definitely be fixed, but for now run "haxelib set hxvlc 1.9.2" in command prompt
