Functionality: Notifications

As a user, am I able to see notifications for the following actions:
 new message received
 new contact request received
 *new chat room created

*This may or may not be wrapped into new message received

Notifications should appear when the app is in the foreground as well as in the background.
 foreground - some contextual, visual indication
 background - via Android notification bar
