Port a reasonably useful CF script to harp, test against AWS and OpenStack.

The wordpress_ha_aws.harp script in the sample directory is a useful AWS CF script. We should have all the resources implemented to support this script on AWS. It needs to be tested on AWS and on OpenStack to ensure the implementation is complete.
