Does the codebase contain all documentation and configuration elements required to build and verify the software?

A user should be able to build / run tests etc. based on what is in the repo

The question in the open source checklist suggest that a user should be able to build/run tests based on the repo. I'm not sure that we could/should meet this when we deliberately would not commit many configuration elements and we could give away more than we want to about our internal infrastructure by publishing Terraform and YAML which has references to internal elements?
