The current behavior likely relates back to when the cache system was still under development. Leaving open the possibility for manager/cache to persist state to disk (for example, storing time series to DSS locally). If this is still desired behavior, evaluate the usage in regi-python. If no longer desired, consider removing the behavior from REGI, cwms-regi-tools and regi-python.
