Documentation for the Submit Health Event transaction suggests that DDCCSubmitHealthEventRequest is a batch Bundle of Parameters, but the Bundle entry slice for ddccParameters has cardinality 0..1, which suggests you can only have up to one Parameters resource in the bundle entries.
