Getting 5 times more gene in a module than min_gene_threshold

Hi,
from the description of the method, as far as I understand, if modules exceed min_gene_threshold, they wont get merged - but I get the cases where my modules consist of >5 times more genes than that - could you please provide some intuition on how it is possible?

Oh, is it that both modules have to exceed the min_gene_threshold? then i suppose it is possible that i keep merging small modules/single genes in one gigantic module?
