Straight from the dev's mouth: "Phones are definitely capable of running Engine Simulator, I've confirmed this myself. I just really don't like mobile development and don't plan to enter the mobile game industry at this time."

He's currently working on ES3D so I doubt he'll be considering this any time soon unfortunately.
