What is the current behavior?

We don't talk about mypy or pyright at all.

Describe the feature

How to integrate mypy?
I wrote https://github.com/aspect-build/rules_lint#what-about-type-checking -> bazelbuild/rules_python#296 which is still open. Should users roll our own in the meantime?

Should we recommend pyright (as Aspect has a contract to develop that right now)?
