Applicant stage

Description

As an applicant I want to see the status of my application in an application cycle. A stage should show the score for the current stage and all previous stages (refer to #210).

An applicant can be moved from one stage to another only if they have passed the previous for example, for an applicant to be in technical assessment, it should be indicated that their job post application passed the 'shortlisted' stage.
