I have tried firefox, chrome, and edge. I am unable to get the "generate rom" button to do anything. It definitely accepts the rom, so I'm at a loss.

I just made, played, and completed a rando today: not sure what is wrong on your ends. The tool works with both headered (.smc) and unheadered (.sfc) roms, and names do not matter. Try making sure your roms are valid, maybe, and ensure you aren't blocking downloads.
