Describe the feature

Creating an issue here to track aws/aws-toolkit-visual-studio#321 on the Visual Studio Toolkit.
The Visual Studio Toolkit wraps the .NET Deployment Tool, so any changes to behavior will have to originate in this repository.

Windows container support is not available with the deploy tool today.

Use Case

In my Visual Studio AWS Toolkit, there is only a publish target for linux-based deployment to AWS ECS using AWS Fargate. How do I publish to a Windows-based deployment AWS ECS using AWS Fargate? Thanks!
